Values for years in between scenario years are to be calculated in linear fashion.
For example, a scenario value for a year 2024 can be calculated by taking value of year 2020 and adding to it one tenth of the difference of given values (2030 value - 2020 value) multiplied by number of years from the beginning of the given period (2024 - 2020 = 4)
If 2020 value= 0.153 and 2030 value=0.089
Then 2024 value = 0.153 + (0.089-0.153)/10 *(2024-2020)=0.127
